To prevent static cling on your hair brush - spray it lightly with hairspray just before you brush your hair.

As far as clothes, use a dryer sheet. It may not completely remove all the static from your closet - but it will definitely cut down on it.

Guys....believe me...this works.... i developed this technique.

you get a shock because the entire static that is developed tries to reach the opposite charge to neutralize.
when you touch something that is charged up, you are acting as a path for the electron flow that creates a shock like sensation.

if you are using your fingure, all the electrons are flowing from a small point and hense the shock. to minimize this effect, try to touch the item that you expect to have static with your whole palm(in a snap). The electronic flow is distributed all over your palm with more surface area so that you wont feel the shock.
its analogus to letting current flow from a thin wire....the wires burns off but a think wire can handle it.

i dont know if i could convey the message well but try it..... it works. it doesnt eliminate the shock but it distributes over a large surface area so you dont feel it.(you have to do it in a snap)

Please feel free to email me your arguments or questions.

Hair Spray works great in hair brushes. As for clothing, using fabric softener in the laundry as well as dry sheets in the dryer. It also helps to have a humidifier in your home. I am not sure the name of it but they use to have this spray they sold in the store that you could use as well.

Two things I have found that work....dryer sheets (rub them in your hair, on your clothes) and static guard but this is flammable so use it with care and it does have an odor.
