Terminal velocity happens when your weight is equal to the force of friction of the air acting on you (air resistance). So when you open the chute you have greatly increased your surface area (and thusly the amount of air that can slow you down) without increasing your weight.
So a parachute decreases terminal velocity by increasing wind resistance.

man with parachute open fully.....more amount of air resistance...
and with the shape of parachute like a wing...we can get more lift and come down more slowly..

It slows your descent. Also a little known fact is that manufacturers of parachutes have an unwritten guarantee on all their chutes. If it fails to open - you get your money back.
