Commander in chief of WHAT?

This is about the designation, no matter who is President.

Except for 3 or 4 replies, you all got it right, pretty much. While correct that the term is in reference to the armed forces, a perfect answer would make explicit the corollary: the Commander in Chief is NOT the commander of the civilian population of this country.

Nothing offends this military brat more than people who refer to the President as "my" commander in chief, with the implication of owing fealty to him.

Commander in Chief simply means that the President is in charge over all of the nations military forces

Each branch has a Commander. The "General of the Army" is the highest General in the Army, he out ranks all of the other Generals in the Army & he is the Commander of the Army. His Commander is the president. Same thing for each military branch.

So the president is the Commander of each of the military's Commanders, which makes him the highest military Comander... The Commander In Chief.

Only congress can declare war, the president can not declare war. But Congress can not command the military, only the president can.

That's why congress can not say to the military's Commanders, pull out of Iraq, even if 100% of congress voted in favor of pulling out of Iraq.

Which is why you hear ideas like budget cuts & spending limits for the war in Iraq.

He's the highest ranking official in the Army, Navy, Air Force and Coast Guard, and can move/order troops without congressional approval at will.

All the armed force of the U.S. In reality, it is Congress and the Senate along with the Joint chiefs of staff who really decides on war and conflict engagement matters. The president is just a figure head with little, to no powers over this matter.

It means that hje is ultimately in charge of all of our Armed Forces. He makes all the final decisions. Compare him to a say, a Chief Operating Officer in a huge company. Totally in charge.
