I would say April. The Southern Cross should barely peek above the southern horizon in the early evening in April from that latitude. It is visible this month too, but not until several hours after midnight. I used the sky charting web page in the source to determine this.

There is no monthly waning and waxing of the southern cross. You will a better chance of seeing it when its away from the sun in the sky.
