yes u can unblock mobile phones you just need a puk code. you should have got a puk code when u purchased your mobile phone if uve lost it u can get it in your local phone shop where u purchased it. unlocking ur phone is easy its just a lock put on your key pad. it will tell u on your phone how to unlock it or just ask somebody who has the same phone as you.

Unlocking your phone means you can use a sim from any network.
Phones are blocked for two reasons
1) you have incorrectly keyed your pin number in 3 times. Your service provider will then provide a PUK code which will unblock your phone.
2) If a phone is reported lost or stolen it is totally blocked (by using the unique IMEI number)& NO sim will work. This will not be unblocked by ANY company in the UK. If the phone is taken abroad & the sim of a foreign service provider inserted it will work normally.

locking your phone - When you do this, then all functions of the phone are gone. This is used so you can not accidentally dial a number or you may use it when kids are around so they can not dial or delete anything. Then when you unlock the phone, your phone is fully operational.
Unblocking a phone - The razr phone is basically the same phone for Sprint, Cingular, and the other phone companies. But there is a code in the phone that is unique for that phone company so if you buy a Sprint Razr you could not activate it with Cingular. Now there is a code to unblock the Sprint Razr phone which would let the phone to be able to receive a code from any company. It is some kind of number . If the phone is blocked, you can not put another companies code in there. You need a code to unblock the phone and then another code for the phone company you wish to activate with. Any phone can be unblocked. Like a safe, you can open it IF you know the combination.

In the Uk:
Unlocking: can mean two things, mainly used when refering to the network bars. Ie unlocking a vodafone handset so that an orange sim card will work in it. but also removing the keypad lock which prevents buttons being pushed in pockets/bag
Unblocking: when a phone is lost or stolen it is put on the imei blacklist so that it will not work in the uk with any sim card in it. only the network that applied the lock can unlock it. If anyone else says they can they are either lying or breaking the law by changing the internal imei numbers.
