The #1 way to make friends is to be a friend. First, you gotta decide what the word means to you. My friends ( whom I have very few) can count on me for anything, including laying down my life if neccesary. They can call me anytime, day or night, and tell me things that would make their priest blush, and I will never condemn them.
Is this what you want for yourself? Then you must purpose in your heart to be there for them first, and because of the Law of Reciprocity (good topic to look up) they will come around; and you will, just like me, have the best friends in the world.

Continue to find out ways to start communication even if you get snubbed at start. And once the communication begins, try to continue it. There are people in this world who are not good at making friends. And there are those who have instinct for it. Friendship with the latter class of people turns out to be mutually beneficial. You are fortunate if you come across such. Anyway, if you want to make friends in this world, you will have to try very hard in the way I have already mentioned.
