what does the latin phrase "ad astra per aspera" mean?

it means "to the stars through difficulties" which I take to mean to aim high in your goals and ambitions regardless of the difficulties you encounter

It can also mean the following similar translations:

per aspera ad astra: Through rough ways to the stars; through suffering to renown.

In this case the person is paying their dues, so to speak to rise to the top. Or good things take work. :)
