You wish - I would be careful not to breach copyright. It could end up costing you more than your internet charges for a few years.
If you are after a particular design for yourself, visit a tattoo artists studio no doubt he/she will have a whole catalogue you can choose from.

Only under specific circumstances where the designer has relinquished copyright. Generally though they are covered by copyright. If you look through tattoo forums like BodyMod.Org or BME you'll find details of people being taken to court and convicted over stealing tattoo design imagery.
