A good computer shop will be able to clear the virus without formatting the hard drive. take it to a local shop , PC-Ideas are good and they are cheap.

It is not at all difficult if you have windows cd and cds of all the other softwares you are using on your computer. However there are other ways also.
If you run a repair install, all programs on your computer will remain intact and the windows will be repaired. Again you will need the windows installation cd/dvd for that.
The link below has some easy to understand how to of the entire process of Repair install and that of repartitioning, formatting and installing.

My company clears up problems like that almost daily. It will probably take a technician 1-2 hours to get it resolved. There is no need to reformat your system and lose all your information.

In my experience the only totally effective solution to your problem is to replace the PC's hard drive (not very expensive these days) and reload your software. Also, an investment in anti-virus software would be useful.
