It's normal when you have -3-5% space from documented.
(For example my iPod shuffle is supposed to be 1024MB but has only 967.)
But 455 of 512 is too much, I guess. Try formatting your drive with original software of manufacturer. It may help.

Yeah that 50 extra MB is probably getting taken up by some sort of hidden file on the flashdrive, maybe the file system or software. In a window go to view>folder options, adv. i think and check show hidden files and folders..

I would expect a slight drop however not by that much. Most memory sticks have the drivers they need to run installed on them, or programming to help Windows recognise the device. This uses the initial capacity of the device.

maximum memory calls for a format so as that the processor can communicate with the memory gadget. This format takes up a small quantity of area on the memory stick. This huge difference isn't that major and is probable widely used.

It depends on what kind of device you are using. For eg: In mobile it is likely to show ~495 mb and in cameras ~475 mb.
