Your finger is transmitting energy to the water, and generating waves in the water. The wave energy (energy from your finger) propagates the surface of the basin. The waves of water vary the depth of the water around the cork (or cap) in relation to the fixed bottom of the basin (same as referenced to the the earth). Because of the buoyancy of the cork, when the water around the cork rises with the wave peak, the cork will float (move) to the higher level - the cork moves up in relation to the bottom of the basin earth. When the peak is passing as the trough of the wave surrounds the cork, the cork will fall as the water level now surrounding the cork is lower in reference to the bottom of the basin. This cycle continues as the waves, generated by your finger, pass the cork.

It creates a "wave" in the water. Kind of small tidal wave. The finger supplies energy to initiate the "tidal wave" and the wave is cyclical that is, it moves back and forth, thus the bobbing around. That is until itis dampened as the wave energy is absorbed into the glass sides and water and cork.
