Windows should ask you if you would like to install a language pack to display the website correctly. I forget how this works, but if it doesnt, there may be an option in "Internet Options" then the "Advanced" tab. Make sure INSTALL ON DEMAND has a checkmark next to it.

ok
when u opened the site
just go the browser's view tab
and then choose encoding
then select to encode to english
then after reload the page
u ll get to see a brand new website in english
