I have a dell inspiron T5600 laptop with Windows Vista.

With the windows XP CD you can do it before the OS is loaded.
In this case all your data is lost... But after it is loaded you have to
Use a third party software like Partition Magic....

If you have some important data on the laptop and you don't want to loose it I'd highly recommend you to use special software for safe partitioning. You can use Disk Director which can split, merge, resize, move and create partitions without any data being lost.

click start ,go to programe , go to accesories, go to system tasks, go to disk defragmenter, dialogue box will appear & u can create partition .
but it is avisable to use the option ,disk analysis in the dialoguge box .
clicking on diks analysis will tell u whether u need partition or not.
if computer suggests no need for partition ,u r advised not to go for it
