How do I wire an outlet to make the top plug be controled by a light switch and still have the bottom plug remain constant hot without interruption from the light switch?

a duplex outlet has on the side a small tab that can be broken thus interrupting the power to the bottom outlet, bring your power from the switch to the top two screws (wich are for the top outlet) and then bring power from a near recepticle for the bottom part.
Or if you can get a 12/3 romex cable it has three wires plus a ground wire ,you can bring that out of the switch box use one(black) for the top part of the outlet wich in turn you will connect to the switch, use the other one (red) for the bottom part wich in turn you will connect to the incomming power to the switch box (for permanent power to the outlet) neutrals(white) are to be connected together.

Make sure you have the proper outlet for this, but basically the top on first routes through a switch. That's all, nothing else.

If you didn't buy an outlet that allows this, then you're SOL, but if you did, that's all you need to do.

most duplex receptacles can be split. there is a small tab on each side next to the conductor screws, all you do is break it off and wire it as a separate circuit.
