People who own real property pay property taxes on the value of the property they own. Some states tax personal property of citizens, such as cars and boats. Most states tax the personal property owned by a business.
Government owned property is exempt from property taxes as is most property owned by charities.

everyone does. In fact, if you rent an apartment, part of your rent covers the property taxes that the owner has to pay on the building/house (you can't deduct it though).
