A ruler issues directives or commands and his subjects follow those directives either from the motivation of fear, respect or love. Personal choice is limited.
A leader by way of contrast models the best way forward by example and through consultation. He or she articulates a vision and people follow becasue they are convinced there is no better way

Ruler = says what it is and how it will be...
Leader = is independant in what he thinks and feels and what he does correlates with that perception, if people follow him they do, but he doesn't force them to or slam an iron fist on the table and say you must do this...not to say that a ruler is something negative because there are great, caring, and fair rulers as well.
Jesus is a leader, we know him through his teachings and advice from the Bible.

Leaders are people that are figureheads of some group or society through consensus or consequence, but are not necessarily in charge of giving orders to anyone.
Rulers are the opposite - they can give out orders, but don't necessarily have the respect or support of their subjects, and they don't have to take part in the action themselves in order to be figureheads.
For example:
Mohatma Ghandi was a leader.
George Bush is a ruler.
