I agree with asking the store if they would be willing to sell some of the racks to you ...A friend of mine also had quite a different take on storing lots of hers papers she got pizza boxes from the local pizza place and store them in those till she was able to get different storage... They worked great for her!! She labeled the outside so she could easily identify what she was looking for plus they stack great...Staples or Office Max would more than likely have 12x12 storage I keep mine in plastic magazine holders and it works great for me!! I was in a store the other day and they had paper on sale in a plastic bin. The pages were upright with dividers. Maybe put labeled tabs to identify them and have a lid to keep out dust and to keep them from fading. The only problem I see is that the corners could get crimped. But they may with accordian folders as well.
I have mine in a plastic bin with drawers. I find it works well, I have also labeled specialty pages for easy reference. Also, I have them sorted by theme and color. Then I put cardboard between them and that is what I adhere my label to.
Of course there are many stores that carry supplies now just for that purpose and any one of them could offer a great amount of protection and easy identification of pages.

There are a number of scrapbooking companies that actually make binders and files for them. Binders are just what you're thinking, but they fit the 12x12, and they don't hold as many as a file. I have a file that's like the expandable ones you can buy at office supply, but it's more rigid, and in the 12x12 size. You can also buy big plastic files, too.

If it is paper then you can store them flat, if they are the actual pages for the album you should store them upright like books on a shelf. Otherwise they tend to bend in the middle. Inside a closet on the shelf is a good place if you have it.

Maybe your favorite craft store will sell you one of the stands they have for the paper at a discounted price since they are closing. Make them an offer.

Just store them flat. Keep the humidity low enough so they don't curl, like in the summer without air conditioning. They should be ok, as we don't have a/c and my paper doesn't curl in a cabinet drawer.

a 12X12 accordian folder will keep them neat and organized. as you put them away you can organize them by color, pattern, company, theme, or whatever will be easiest for you to find the paper you are looking for later.
