I have a spare monitor lying around and I want to make use of it. I was wondering if it is possible to use a TV Tuner Device along with the monitor without a CPU. Or is there any other way out?

you can use as a tv with tv tuner device. you don't need a cpu for it.

There are External TV Tuner boxes available which would allow you to use your old monitor as a TV. Prices range from 1000 INR to 5000 INR based on the Brand.
The only limitation being you cant record or store live TV using these boxes.

the quality is not the same a tv for sure. the frame rate is not very good, but it does what you want i guess
