I dunno, it's hard to say about manga and anime don't you think?
Because it's only recently that the world started regarding Hayao Miyazaki and other anime artists as "great" artists.
I mean they've always been around and have been doing their thing for decades but they are being highly regarded just recently.
Not because they sucked in the past but because the world just didn't know about them.
I do agree that Japanese Anime and Manga and videogames etc are different and unique compared to that of the US, but do I think they're necessarily "better" than that of the US? I can't say.
I love them both and I think both are great.
Like, can I compare Stan Lee's creations to Akira Toriyama's stuff? No. To me it's like comparing baseball with Basketball. They're both a type of physical sport and they're both played in teams but totally different in terms of how it's played.
Do you know what I mean? It's hard to explain....

I think that there are several reasons why the Japanese excel at many things:
First, Japanese take a pride in their work from artwork to street sweeping, the culture extols that you do whatever job you have to the best of your ability.
Second, Japanese work very well together, egos don't get in the way, the group is more important than the individual. this is summed up by this common saying: 'deru kugi wa utareru' - the 'nail that sticks out will get hammered'.
Third, everyone outside of Japan gets usually the cream of the crop as far as anime, manga, and video games, while, sometimes it gets mangled in translation, we usually get some of the best of what is created (there is a ton we will never see that is very good as well, and quite a bit that isn't quite as good)

I agree with you..
not talking about games, but I noticed small stuffs that they are really creative in terms of daily life...like foods, dress styles,
and with the big suffs, yes they are, like modern technologies..
I could say in early education, they have given these chances to create and discover what they can do..like school projects, etc..
even if they wear something simple,,and they change the style, it may be looked weird to others but that is how they feel comfortable to discover what they really wants to project themselves like their hairstyles, they like to invent any stuffs even though it would fail many times, not easy for them to give up.
I have seen kids that likes to draw in early age,,I guess encouragement and giving them opportunity to discover what they can do at the early age is one reason. even in computer games they are really good while they have some more to study they still find time to play games with friends and be more creative/

The Japanese are good at refining what Europe and North America invent.
Americans invented the video game, and Europeans invented cartoons.

I don't think they deserved to be called creative yet.
They still playing on the prepared stages. Real creative ones even can create the stage itself. Japanese are still not a game maker but just a player.
