None of the above. Angular velocity has units of revolutions/time or radians /time.
C = 2*11π cm
revolutions = (10 m)(100 cm/m)/(2*11π cm)
ω = ((10 m)(100 cm/m)/(2*11π cm))/3.50 rps
ω = 4.1339 rps

1 revolution = 2π radians
ω = 2π((10 m)(100 cm/m)/(2*11π cm))/3.50 rad./s
ω = ((10 m)(100 cm/m)/(11 cm))/3.50 rad/s
ω = 25.974 rad/s
