There is an old saying that sounds crazy, but it works for a very good reason: "If your feet are cold, cover your head." Our head uses about 25% of our body's blood supply. If you are losing too much heat, your periperal circulation will be poorer. If you can retain heat in your head, there will be plenty to "go around" for the rest of your body, and your feet may stay warmer.

If you are keeping your head warm and you still have cold feet, then I suggest trying the sort of heating pad that you might put in a pet bed, or using small chemical heating packs that are intended to go into the toes of your shoes.
