Laptop S-Video to TV S-Video and opened Windows media player and started a movie. it did not work. Do I need a special program for this to work??

Windows media will not play out of s-video on the laptop. I will search for a special program

Nah, check your laptop keyboard or refer to the documentation that came with it. It is usually a function key on the keyboard, sometimes looks like just a box with an extra set of lines on the left and right side, or sometimes it looks like a TV with bunny ears antennas, or like a screen with an arrow coming out of it.
Also try booting the laptop with the TV turned on and the cord plugged in, some models only detect TV displays at boot time.
What i mean by function key is that you usually have to hold down a function key on the keyboard, then hit the corresponding function key that you want to activate, like Ctrl + C, bu with the function key.

you dont need a special program for this but...
there will options on your laptop to redirect the video output to S-Video... select that option
and also there will option to choose the source of video in the TV... Select S-Video as the source in TV.
This should work..
