I am looking for a program that will allow us email communications through an office network system that is not connected to the internet, thus allowing office members to communicate among each other (hopefully with an in-box, sent-box) but not through the internet, just an intranet (internal) communication on windows xp and 98 machines run through a switch, hub, or router if necessary, thanks !

Yeah, Exchange if you've got a beefy server and a few grand laying around.
OR you could use Scalix. Runs on Linux (FREE!!!!) and there is a community edition with 25 premium users free, and unlimited basic users. Premium users can connect to scalix through Outlook, basic users use a web interface (i mean through a browser, not out on the internet, a local web server) to access mail. Web mail is included also. Oh, its free. FREE!
Get a decent hardware server, install Linux on it, install Scalix on it, and BAM! Free mail/calendar/contact/meeting collaboration tool.

You will need an e-mail server. It can be located on one of the computers (will be e-mail server). All network clients will exchange mails via that e-mail server. No special settings will be needed, neither any special hardware. Only network protocol should be TCP/IP.
You will find a freeware or cheap shareware e-mail server easily on the Internet.
