If you are talking about the PC game then when your sim is pregnant (Wearing maternity clothes) press Ctrl-Shift-C then type forcetwins that worked for me. or you could try twinsr2cute or twinzr2cute

If you're talking about the PC game, then there's no cheat. If you have OFB you can eat cheesecake and it's 100% that you'll get twins everytime.
