If you have the Windows CD, you can copy it from the Windows CD to your local drive. Althoguh it's not the same file (The article is about C_1252.nls), i guess you can also apply it for the C_10021.NLS.

I have been blessed to not have this problem, but I have been told that f you press F10 while booting up (with an HP computer) it will launch the built in System Recovery from HP. Hope this helps!
