I would have to save Queen Victoria of England. At the time the British Empire was the greatest and largest in the world and at it's highest point. She somewhat inherited this empire and can not take credit for building it, but it did reach it's fullness under her reign so her influence did not diminish it.
I can not think of another ruler who governed over a larger empire, for any lenght of time.

Many people think that Alexander was the greatest ruler but he was defeated by Chandragupta Maurya of India.
I think the Throne of England was the greatest ruler of the all times.
