Probably the fastest way to get this up and running is the use of VPNs.
Replace your current router or add a VPN concentrator to your main site. Then have your clients access that VPN through either the microsoft client, or the VPN routers VPN client software.
There are no requirements as to the type of voice lines run if you are going to be using modems.

Taking Leased Lines from BSNL is an Option but not a solution. Becuase you can take 64Kbps Leased Line or you have to go with 2 Mbps Leased Line. 64Kbps would be too low for data transfer and 2 Mbps would be too costly

Wirless connectivity had developed a lot these days. Chek if you can get RF connectivity between these 2 places.

If the amount of file transfer is low you can always configure Dail in Server at one of the sites. Connect a BSNL Phone to a modem and to a computer. From the other end using a BSNL Phone Line, Modem and Computer you can dail out and connect.

If you need any further clarifications please get back to me.

1. You can connect both sites using RF atena.

2. You can also connect remote site with vpn. you have internet at both side.

first way is most suitable for you as per internet bandwidth.
