Ok, let me clarify this for you - you either ARE or ARE NOT one sign. The cusp is a term that we use in Astrology, to describe the space of time from when a sign sun will change to another sun sign. Each year this "cusp" changes. In December it can be anywhere from the 21st to the 23rd. The best way to know when the cusp will change is to pay attention to the Winter Solstice. They are one in the same day.
As far as personality wise, it has never been proven that one born on the cusp takes on personalities of both signs....
HOWEVER, in studying astrology for over 13 years, I have noticed that depending on the day and time the sun sign changes, one could very well take on characteristics of each sign.
Example: My b/f was born Oct 23rd. In the year he was born, the Sun changed from Libra to Scorpio on that day, 4 hours before his birth. Being with him for over 5 years, I have noticed that he does traits of both signs. He can be as happy go lucky and flighty as a Libra, one minute and hard working and sexual as a Scorpio the next.
So in your case, I would say that you would have to find out when the sun changed the year you were born. Make sure you know your birthtime and birthplace...those are important factors.

It's a term from western astrology. Usually anyone born around the 22nd-23rd of each month is on a "cusp" in the horoscope. For example, I was born on June 23rd, so I am on a cusp between the star signs of Gemini and Cancer.
