As others will tell you, it's because the two H atoms aren't in line with the O atom but instead sit on it at an angle, like Mickey Mouse ears. Since the ears (that is, the H's) are positive, and the O (Mickey's head) is negative, this makes the whole molecule act like an electric dipole; which means that it's positive on one side and negative on the other. This has great implications if you happen to be made up mainly of the stuff, as I am.
