A pound is a pound no matter what it consists of, a pound of water or cotton or styrofoam still equals one pound of weight. Now...a pound of metal will be much denser than a pound of cotton and would SEEM heavier. If I dropped a pound of cotton on your head it would not likely cause you pain because it would cover many square inches to disburse the weight while If I dropped a pound of metal on your head it might not knock you unconscious but it would definitely cause you pain because the solid mass of metal would only cover about the size of a golf ball and all the weight would impact at one central location. Ouch!

I do hope you're talking about precious metals....

Cotton is heavier (16 oz. to a pound) than metal (12 oz. to a Troy pound).

They both have the same mass, but it is likely that the volume of the cotton would be greater, therefore making its density less.

A pound is a pound when it comes to weight.
The cotton would be bulkier, but the weight would be even.

Both weighing one pound would weigh the same; their mass quantities to reach the same weight would be different.
