A question is always complete since a question is a question even without an answer. However can an answer be an answer without a question, I don't think so , it is then only a statement.

Many questions have no answer or are so profound that as mere humans we can't possibly answer said question.
So, to answer you......yes a question can be a question without an answer.
On the other hand I will ask.....can there actually be answers without questions?

Our human nature wants to say that a question is not complete without an answer, however, I having a sneaking suspicion that there are many questions that stand whole all by themselves.
