I don't think the golden arches logo makes any promises at all, but there is one thing for sure. You can walk into almost every Maccas and rely one several things. The place is clean. The staff are efficient. The toilets are available and usually clean. The menu is familiar to you ( you can order with your eyes closed). If you make the right choices you can eat healthily.
So I suppose you can say that when you are driving along the road and you see the big M (golden arches) you KNOW that all these good things are available to you. I guess thats like a promise.
