It depends on the context but I guess you're only referring to the first one.
Hot as used to describe a person's looks means "very sexy looking".
If the sentence contained reference to working in uniform in the desert for example - the soldier in uniform looks hot - could mean that a person wearing the uniform could become overheated when wearing it.

Anybody can be good looking or even attractive at that. When you call someone "hot" it means they make you excited, gets your temperature up and turns you on.
