I have an 88' Thunderbird, and all the fuses are good, and all of the electrical connections are live. I've tried putting in a different instrument cluster/panel, and the temperature and fuel gauges still will not work, even though I've tested them out of the vehicle with a 12volt power supply, and the gauges move. (The instrument panel is analog gauges and digital speedometer.) The speedometer, indicator lights, and illumination lights all work. Could there be any fusable links or relays that a Chilton's manual would not indicate?

if your temp sensor works but does not move, the sending unit is bad and need to be replaced. it will be screwed into the block or the head so it will lose water when you remove it. you have two sending units, one is water the other is oil. they look very much the same. just be sure you remove the right one. it should show in the Chilton's or at least state where it is. probably on the side of the block. oil is usually on the top rear of the intake manifold.
the fuel gauge may have either a mechanical float inside the tank which has to be replaced, or it will have a sensing unit attached to the float. before attempting replacement of it, go to the local gm dealership and have them print out the repair sheet showing the location of the needed part, and also ask how it is done. tank removal may be required. i have a pickup with dual tanks and i have one non-working combination sensor/float that requires the whole bed be raised a full 18 inches to replace. as you can guess, it will never work because I'm not going to all that trouble. i just watch my mileage on that tank and switch when it's about a quarter tank left. haven't run out of gas in it yet!

Have you put a code scanner on it to find nothing wrong. Chilton is a great start but I would run a scanner and let us know what you find out. My fuel gauge doesn't work because you have to drop my tank to hook the connector back up but I've never ran out of gas because I watch my mileage very well. Good Luck!
