Hi by Internet Camera you mean IP Cam or Webcam.
If its an IP Cam you need a Desktop or Laptop for just accessing the Configuration page of the IP CAM once you assign an IP Address, Create users and connect to the internet you can share the IP address, username and password and people can access the camera.
If you are taking about a webcam, you need a computer connect the cam install the drivers. And use any Messengers like Yahoo Msn etc to use the webcam.

The question is not clear.. but what i understand is that what is the additional hardware that is required to run the internet camera...
1. Internet connection with reasonable speeds
2.The drivers need to be installed peoperly
other than these there is no additinal hardware required.

Required to do what? Nothing else is required to set up a webcam, only the internet camera and a computer. You'll need to use software like instant messaging, netmeeting, webcamnow.com, etc, to broadcast.
