the highest subsidy given to people is in the price of kerosene which is available only thro' a ration card. Once you get LPG gas at home(which too is moderately subsidised), it is presumed you do not require kerosene for home-cooking. Since the consumer will no longer require it he will forgo it. This has given rise to a well established racket in which most of the ration shop-owners in connivance with officials,mafia, racketeers etc have built a thriving-trade dealing in selling kerosene in Black in the open market, most of which is used in adulterating Diesel for vehicles.
By the above process, the AP govt is rightly trying to rein in this illegal business which eats into everyones' Tax-Money thro' subsidies for the poor.

Yes. Because subsidised kerosene is also issued through ration cards and the entitlement of such kerosene can be reduced if one has a gas connection.
