Flags are flown at half-staff to honor the deaths of prinicipal figures of government--and there are specifics of how many days depending on the office of the person--or others (such as fallen soldiers) as ordered by the president of governor.

It's also flown at half-staff on certain holidays like Memorial Day (only until noon on Memorial Day).

By the way, it's not "raised" to half staff. It's fully raised, then lowered to half staff.

At the death of a former president, is the first one that comes to mind. Our flags were lowered to half-mast for days after September 11. They're also lowered at Memorial Day. The president can issue a proclamation to lower flags at any time, for any special reason, but I believe it's usually to honor the dead.
