Discussion in 4H today, and I can't find anything online about it. The adult leader said 360º...the only thing I've found online conclusively said 180º.
Anyone with experience, and an URL, I would greatly appreciate it. I really dislike my girls having incorrect facts.

Horses can only rotate each of their ears a full 180 degrees. Because of their position on their head- they only need each to do so. They can' t rotate 360 because the cartilage in their ear prevents them from doing so.

If your horse is unable to rotate the 180 degrees there may be an ear infection or ear mites. This will make a horses ear sore to the point where moving only creates more pain.

i have never seen any of my horses ears rotate 360 degrees, if i did i would get a priest to do an exorcism. 180 is the most i have ever seen. call your leader on it, have him porve it, or you prove him wrong.
