either ammonia or nitrate poisoning as the first person said or water temp. what temp is the water? the are tropical fish and need temps around 78°F to 80°F. temps into the mid 70's are okay, they'll slow down a bit, but are generally okay. in the 60's they become weak and easily get sick. if you don't have a heater, figure the water temp to be 5°-10° cooler than room temp.

there are a lot of common misconception about bettas and caring for them, for instance, keeping them in anything under 2.5 gallons is cruel. constantly? like he is gasping for air and not blowing bubbles? it could be ammonia or nitrite poisoning. do you change the water frequently? clean the junk out of the bottom frequently?
