Yes and No, traditionally every play selected to the prowbowl at least gets out on the field (barring injuries etc.), so the starters don't play the whole game.

But, as far as when and for how many plays each player is in for is entirely up to the coaches.

every player get's a certain amount of playing time. usually they go by the quarter. then in the second half the coach sticks with the players that are playing good or the ones that are pleasing the fans the most. It's all about making the fans happy but they still wanna win.

They (coaches) try to get every player selected to the Pro-Bowl playing time on the field.
