I think I know what you are refering to. If so go to My Computer, and right click on your local disk. (Usually C drive) Then go to properties and voila! I hope this is what you were looking for.

I dont know the contains but it must folder that windows use for its stability, dont do anything with that.
I suggest you keep it as hidden folder by change the setting on Folder Option.
