As stupid as it sounds....I heard this saying for the first time when I was about 8 years old and tested it out for myself. Yes, of course it boils. Otherwise, I never would have gotten my mac&cheese that day. It's a cautionary statement, preaching the value of patience. It's the sort of thing mothers tell their children. Waiting for a pot to come to boil can seem interminable if you stare at it. Better to go busy yourself with some other task, and the time will (seem to) go faster. Applied metaphorically to any activity where you waste energy doing nothing, figeting, waiting for something to happen... when you could better apply your time doing something useful. Literally, of course, the boiling takes the same amount of time whether you watch or not, but time does drag on interminably when you're over-anxious.

Try watching the water in a pot sometime. Have patience and watch until it boils. The sequence of where the bubbles come from and how large they are over time is fascinating. Try it with different sizes and shapes of pots, then you will be able to see the commonalities and differences.
Do not do this with friends watching unless they are very understanding.

Simply no.....the pot not only never boils but any water in the pot will not boil either......then of coz if u happen to turn the gas /. electricity etc on then every chance any water will eventually boil @212 f or @100 c degrees......having said that ... the pot itself still never boils.........precise enuff for you.
