No, it's definitely not too young. If you feel like you want to do it, go for it. There is no right or wrong length for a book. It can be whatever you want it to be. Whatever the natural length of the story is.

13 years is not too young. Writing a book has no limits, but if your getting it published or going in to a contest, the may have a limit. I'm not sure about where they have competitions. Check at your local library and ask them.

Thirteen is as good as an age to start writing as any other.
Most books are at least 120 pages long, but it depends on the target audience (120 pages is way too long for young children to read).

You're never to young to write :-)
If memory serves from what I've read a YA (young adult) novel is typically 25,000 words to 50,000 words and a full length novel is typically 50,000 words and up.
Sorry I do not have any information about Austrailian contests. You could check various young adult magazines that might list contests or check with a library.

No, 13 is not too young. There was a popular autor a few years ago named "Amelia Atwater Rhodes" and I believe she was 13 when she wrote her first novel, which was about vampires. See, it can be done!
