THE best way is with a straight razor, but don't you do it. You could lose that package with one swipe. But it will give you the closest shave
Second best is a good quality hand held multi blade
Third and safest, is an electric, which gives the least close shave.
The real problem is not cutting off of package, but itching and poking of re-growth. It can create quite a rash on your wife.
If you are really brave (or really crazy) You can try Nair, I wouldn't do it for love OR money, but I have heard that some guys have.
If you are a true masochist, most bikini wax places will take you on, but OOOOOOUCH!

Make sure you use a precision razor like the Mach 3 (at the very least). I like the Schick Quattro.
Next, just put on some shaving cream and go at it. just shave until it doesn't feel rough to you any more. If you're in the shower, you can usually stretch your nutsack (i try to use classy language) to the point where you can shave it without it being wrinkly. Then, get her in the shower and have her shave too, and enjoy the results.
After you shave, use witch hazel and it won't itch. You can get witch hazel at any walgreens or CVS.

get nair, or veet. They are lotions that you put on and after 3-5 min the hair just whipes off with a towel. Being as that's a sensitive area get the sensitive skin solution. This is how my hubby does it ;-)
As long as you keep up with it the stubble never gets that bad but if you decide it's time to grow it out be prepared for a week of no lovin'.

a package full of nuts? well if theyre peanuts, most of the skins will be off of them already. coconuts get hairy and you can shave them with a straight blade

Short answer: Don't.
Long answer: Don't. Trim with small scissors the hairs from your wedding tackle, and if you want to go "Bare ground aroung the tree" Go for it. But shaving the scrotum itself is ASKING for trouble...

I keep seeing Nair, and other wax or wipe off solutions, I don't know about them personally but I have heard from a number of guys that nair and otehr products like it, BURN BURN BURN on you sack. i was told it is like putting Bengay, or icy/hot on your sack. I would only trim b/c they will itch horribly.

Go very gently and carefully.
Or, use Nair, and wash off the Nair from your skin really well afterwards.

Don't shave them, trim them with a trimmer. You'll be sorry otherwise.
