Looks like cellulite. Anyone can get cellulite. It is caused by the way fat attaches to your skin. It can attach uneven and you get ripples and cellulite.

Because even though you are fortunate enough not to suffer, the majority of women (especially over 25) have some cellulite, it doesn't matter how skinny (or famous) they are.
But to be honest, that is nit picking if I ever saw it...................
