If you just want the look, go with the blue colored bulbs. They are all over e-bay for like $10. They aren't as bright as HID, in fact since they are colored, they probably won't be as bright as your stock ones. The film on your headlight cover would look odd when the lights are off, and still reduce the light output.
If you want white lights that are almost as bright as HID, I'd go with sylvania ultra somethings... They are the top of the line sylvania bulbs, about $65 a pair, and as close as a bulb will get you to the HID light output. If it is just for color, do the blue ones. If you want blue light and more light, use a blue bulb with lower watts than your stock bulb. If your stock bulb is a 60watt, use a 55 watt. This will basically over power your bulb, making it brighter, but the draw-back is it will last about half as long. Otherwise it is safe, you're not exceeding the car's wiring, since it was wired for the 60 watter, you're just using a bulb that takes less power to get the same amount of light.

You have to spend the money. I don't think there is any other way. Coloured bulbs won't work properly. Even if you buy the proper bulb, without the proper lens from a dealer or wrecker. It won't be much better then you are using.

The answer to this question depends upon what type car you have. You could try the J.C. Whitney catalogue for starters; they have a fairly comprehensive listing. If that fails, try using Google; just type in the year and make of your vehicle and the words headlamp covers. You'll find a myriad of answers to the question.

Good luck finding those. I don't think anybody makes them, and if the did they would no doubt cost more than the blue bulbs.
