I have called several diffrent talent agency companies, but mostly of them answered me badly. Almost all of them said that I need to have referel only in order to have them as an agent. What is a referel and how can I get them? Please tell me where to get them too, and it will be great if anybody could list me an agency company that does not charge for any fees.

A casting referral means that you have to know someone they know. And have that person refer you to them. Perhaps an actor they represent, a casting director, a teacher, or even their minister.
You should really read this book if you want to work as an actor!
