Well....if they introduced a brand new character to be Claire's biological mom, it might make sense to do the same for her biological dad too, though really they don't have to since Claire's Warden--erm, Adoptive Dad--doesn't know who the biological dad is anyway. ;) *lol*
It isn't the Haitian, since the brief glimpse we saw of the guy did include a bit of skin.
I doubt it is Sylar because he's been in New York all this time, up until 6 months or so before "Heroes" actually started (from the episode "Six Months Ago"). And Claire's biological mom (assuming the woman is the real deal, and not someone scamming and pretending, for all we know she just may be the arsonist responsible for Claire's mom dying) just from what little I've seen of her, doesn't strike me as someone who did that much traveling just to have a kid.
But then again, this show is *all* about the weird coincidences, isn't it? :)
I am thinking it might be one of the Petrellis (Peter or his brother, or hell, maybe even Peter's *dad*). They seem to have their hands dirty in all sorts of ways in that show.....or.....
Maybe Claire's dad....really *is* her adoptive father, he got caught cheating on his wife, tried to cover things up....and failed miserably when things caught on fire. The guy *is* corrupt enough that I wouldn't put it past him. But if that were the case, why lie to your close _co-worker_ who can erase memories and the like?
The other thing is....there is still that plot element where Claire's adoptive mom blurted out something about Claire being born with an illness....I bet it ties in to that early episode where Claire got drunk and got *hurt* while buzzed. So if either one of the biological "parents" actually does end up being the real thing, look for signs of either one of them having problems (health problems) with alcohol or fermented food of some sort. :)
Or....that might well be a blanket weakness of the Godsent Heroes in general: that they are vulnerable when drugged, as is the case with Nikki/Jessica. It would explain how mundane people were able to keep Sylar under control.
Then again, maybe that isn't such a big deal either....more and more it seems like the *powers* operate much like conditioned reflexes. If the stimulus presents itself, the powers respond on their own. Meaning you can train them, but full at-will control isn't a possibility.
Ahh, but I digress. Point is, I don't think it's a new character, I think we've already *seen* Claire's biological dad, even if he himself doesn't know it. I mean, if there are only 36 people on The List....it stands to reason that while there may be a few second-generation people with powers, most of them *are not* going to have two parents with powers, or at least two people already on The List--which could well be incomplete too.
And the show could likely find better uses for the remaining people on The List too. :)
Hope this helps. :) Have a good evening!

Sylar is a watch name and claire's dad has sylar in his possession, i think he's working with mr. linderman who's the core of the series and we will be twisted and shocked to find out who's mr linderman.
because mr. linderman name is mentioned in almost every super power person in the series by far.. except the invisible man as far as i remember.
hope this helps

Could be the invisible man, but cylar would be cool too. Would make the family a little bit edgy with the whole trying to kill the daughter bit. Then what if the glasses guy really is her dad? But if it were the radioactive man it would be a good way to introduce back into the show.

Peter is not Claires dad. Peter is 26, this means he got Claires mom pregnant when he was 9. No. Claires dad is Mr. Linderman. Which they will probably introduce in February.

i just think he loves his daughter, and that is why he wants claire off of the list of 'special' people... because he doesnt want the real sylar to kill her. remember "save the cheerleader, save the world"!

I think Nathan Pertrelli (the flying guy) is her dad, the crisp white shirt and gold watch, looked like him. Wouldn't it be a HUGE spin for it to be Lenderman! I am pretty sure he is the Big Bad Guy here.

My guess is that Claire's dad is her "adoptive" dad and that he's been lying to and erasing the memory of her "adoptive" mother since she was "adopted" in order to protect Claire. Since he knew about her abilities etc.

I think it is Sylar as well. I think her mom can control fire.
