Do you mean 2x+3=9x ?
If so, move the 2x to the side with 9x
2x+3=9x
-2x -2x
3=7x
divide by 7
3=7x
/7 /7
x=3/7

If I understand your equation correctly: that's 2 times +3 which equals 6; then ? times 9 equals 6. Divide 6 by 9 to get 2/3 (not 1/3).
