that is an open question which doesn't have an ultimate answer.

many people will go for pele because he's the only one he scored the most goals in the world in soccer... he's won alot of medals and championships, but if we talk about 60s, players were less competitive (not all the footballers are professional even on the high level, people may go crazy if the transfer fee goes over 1million in 60s, but nowadays 10million euros u may not even get good player) and not many tactics are widely used...

at all times, there are many achievements from players. but pele could be the one as he was playing the highest level at very young age and scoring amazingly high in every occasion in his time...
